AMERICA'S FORGOTTEN PEOPLE AND PLACES: ENDING THE LEGACY OF POVERTY IN THE RURAL SOUTH AgEcon
Allen-Smith, Joyce E.; Wimberley, Ronald C.; Morris, Libby V..
This study focuses on the longstanding impoverishment of the rural South and three of its subregions-Appalachia, the Mississippi Delta, and the Black Belt. The poor quality of life in rural Appalachia and along the Mississippi Delta has been publically acknowledged by programs and commissions for improving conditions. However, the more comprehensive Black Belt subregion that links parts of Southern Appalachia and the Southern Delta has not received such regional policy attention. While the South as a whole is more rural and impoverished than other U.S. regions, this is largely due to the poor conditions in the Black Belt. In addition to region and rurality, a third feature of the pattern is race. It is in the Black Belt that the South's poor socioeconomic...

FTAA: What's in It for the South? AgEcon
Hester, Annette.
Not everyone in the Americas thinks that negotiating an FTAA is desirable. Some argue that the timing of the negotiations is being set by the agenda of the developed countries, particularly the US, and not that of the rest of the region. Others say that negotiating tariff reductions will do little to increase exports. The argument is that non-tariff barriers to trade must be part of the package, or the whole idea is a waste of time. These are just some of the opinions coming from the South. Interestingly, a number of these ideas are coming from Brazil, the hemisphere's most populous country after the US, and clearly a leader in the region. Presidential elections in Brazil took place in the fall of 2002 just prior to an FTAA Ministerial in Quito. In the...

Doxomysis algoaensis, a new mysid species (Crustacea: Mysidacea) from Algoa Bay (South Africa) OMA
Wooldridge, T.; Mees, J..
Doxomysis algoaensis sp.nov. is described from Algoa Bay, South Africa where it is common in nearshore marine waters just beyond the breaker line. D. algoaensis sp.nov. is morphologically similar to D. australiensis, but can readily be distinguished by the shape and armature of the telson and the length of the exopod of the fourth male pleopod. The apical cleft is one fifth the telson length in the former species and one third the length in D. australiensis. The telson apex on each side of the cleft is also armed with five and four stout spines in the two species, respectively. In D. australiensis, the exopod of the fourth male pleopod is almost three times the...

Variations of the ACC-CDW during MIS3 traced by magnetic grain deposition in midlatitude South Indian Ocean cores: Connections with the northern hemisphere and with central Antarctica ArchiMer
Mazaud, A.; Kissel, C.; Laj, C.; Sicre, M. A.; Michel, E.; Turon, J. L..
We examine the magnetic mineral deposition in three cores located at midlatitude sites in the South Indian Ocean, in an area where sediment eroded from the Kerguelen-Crozet plateau and transported by the marine currents, principally the Antarctic Circum Current, accumulates at a high sedimentation rate. We focus on Marine Isotopic Stage 3, characterized by large climatic fluctuations at northern latitudes, and compare the obtained records to the climatic records at Byrd ( Antarctica) and Summit (GISP2, Greenland) and to the North Atlantic Deep Water variations in the North Atlantic. Magnetic mineral deposition at the studied sites exhibits a profile with maxima at the time of Heinrich events H4 and H5, which suggests a strong Antarctic Circum Current when...
